I agree with Diego, setup a national orientated group of volunteers and upload content to a central world-wide organisation.
To cover the costs of a small unit (3-5 camera's, sound equipment, light equipment, editorstudio, voice-over, redaction, transport etc. will cost at least on a yearly basis aprox. Euro 40.000 - 60.000. That is exclusive personal expenses. Volunteers you may find with local or regional broadcasting foundations/groups. So, world wide with enough content from national producers can fill a 24/7 stream. To make the content available worldwide an internet stream is modernest, the cheapest, most reliable and fastest way to spread the content, since internet/broadband is the fastest growing medium accessible worldwide.
Since I just finished my job as technical/organisation secretary as member of the board of a Radio/TV station in the Netherlands, it would be a challenge to setup a new station. Who knows...
Other tips are to involve polo-related games, like Elephantpolo, polocrosse, bikepolo etc. You could think of side-kicks like horse (medical) care, horse supplies, training, housing, transport etc. There are enough companies related to horses and horse-care/equipment that can advertise. Also selling broadcastrights to other channels is possible (for this you need an exclusive contract about broadcast rights with the FIP I think).

That's a very good idea! In the very least you could work on a polo show that could air on a tv station, such as Lifetime or RFD TV. Do you have any contacts in the TV industry? I do happen to be friends with a lady who shoots and produces reality tv shows, as well as documentaries. She does a lot of work for Lifetime and the History Channel, among others. Plus, she's a horse lover!

Olympic sports are using an alternative platform: Dartfish TV (Dartfish provide all the video analysis software and the TV platforms for many sports)

If you look at sports like Taekwondo they are using the internet platforms to share games and tournaments. There is not yet the interest from the general public to warrant having a dedicated channel. -  Similar to the situation with polo

I work with Dartfish who provide World Taekwondo Federation (and many other NGB's) with an online platform that allows them to share content with the entire community. check out. www.dartfsh.tv/wtf
